Mr. Victor Manuel Pecci serves as Minister of Sports of Paraguay. He is considered the best tennis player in Paraguayan history, ranking No. 9 in the world in 1980. During his career, he beat many world favorites like Jimmy Connors and Guillermo Vilas. He is also credited for raising the Paraguay team to its global heights in 1982. He retired in 1990, but continues to be involved in tennis as captain of the Paraguay Davis Cup team since 2003, and as a tennis coach.
