Mr. Carlos Alvarez Cozzi is a Uruguayan lawyer and professor of private law at the University of the Republic of Uruguay. He has served as an advisor to the UN, OAS and Mercosur on issues related to drugs and crime. He is Vice-president of the Civic Union party in Uruguay, a member of the Uruguay Leadership Conference and author of a wide range of works with a specialty in Uruguayan issues.
