GPF Philippines Expands All-Lights Village Initiative in Narra, Palawan

What changes when a community gains access to light? Across off-grid communities, access to reliable energy is transforming not only daily life but also opportunities for learning, safety, and economic participation.

The Global Peace Foundation (GPF) continues to scale its All-Lights Village (ALV) model through the rollout of sustainable solar lighting to 100 families in Narra, Palawan, including Palaw’an indigenous households, to address energy access gaps in off-grid communities. Through this initiative, households now have reliable lighting that improves safety, extends study time for students, and supports income-generating activities. The project was implemented in partnership with Bless Microfinance Corporation, DSWD MIMAROPA, and the Local Government Unit of Narra, demonstrating a coordinated approach to reaching underserved populations.

The ALV project is designed as more than an energy intervention. It serves as an entry point for community-driven development, integrating service delivery with local engagement, capacity-building, and shared responsibility. The model emphasizes sustained community ownership, linking access to light with broader outcomes in education, health, and economic resilience.

This approach is central to GPF’s values-based peacebuilding framework. By strengthening families, encouraging participation, and building collaboration across sectors, the initiative reinforces trust and social cohesion at the community level. These foundations are critical for long-term stability, sustainable peace, and inclusive development.

The Narra rollout expands a growing network of All-Lights Village communities across the Philippines that are experiencing tangible transformation, demonstrating how practical, scalable solutions can advance both development and peacebuilding objectives.
