Mr. Jose Villegas serves as Executive Director of the Office of Human Rights, bringing extensive experience from a distinguished career within the agency. He began as an intern while in college and advanced through roles as investigator, team lead, manager of the Investigation Division, Deputy Director, and Acting Executive Director on three occasions before his appointment as Executive Director in 2026. Mr. Villegas holds a bachelor’s degree in Government and Politics and a master’s degree in Negotiation and Conflict Management.
