H.E. Amb. Jargalsaikhan Enkhsaikhan is the chairman of Mongolian NGO Blue Banner and former Mongolia ambassador to the UN. He is an international lawyer and diplomat. As a diplomat he served at the Ministry of Foreign Affairs of Mongolia, represented his country in the Soviet Union/Russian Federation, Austria, Italy, Croatia, at the United Nations in New York, and at international organizations based in Vienna. He also served as the foreign policy and legal advisor to the first democratically elected president of Mongolia and as the executive secretary of the National Security Council of Mongolia when the State Great Hural (parliament) considered and adopted the country’s first framework for national security, foreign policy, and military doctrine in 1994.
